Abstract
Spatially Explicit Fisheries Risk Assessment (SEFRA) is a method that has been developed in New Zealand for determining whether current levels of bycatch

of seabird and mammal populations from marine fisheries constitute an unacceptable risk. This document reports the conclusions of an independent expert Panel review of SEFRA carried out in June 2017. The main conclusions are that SEFRA is a high quality method that can be further improved in a number of areas detailed by the Panel
