This report describes a 2017 survey of scallops (Pecten novaezelandiae) in Kaipara Harbour, the third assessment of the scallop population following surveys in 2007 and 2009. Data from all three surveys were analysed to examine changes in scallop population status among years. The project findings were used to inform management of the harbour’s non-commercial (recreational and customary) scallop fishery.

Photographic and trawl surveys of scampi in SCI 6A were conducted in February/March 2016. The photographic survey estimates of scampi and burrows both showed an increase on the 2013 estimate. The trawl survey estimate reflects a marked reduction from 2013, but an enforced vessel change raised questions over comparability with the previous series. Almost 3900 scampi were tagged and released to investigate growth and some animals have been recaptured by industry.

A fishery characterisation and stock assessment have been undertaken and accepted for SCI 3. A three stock model was developed, based on previous studies. Models excluding trawl or photo surveys were examined. Both approaches suggest SSB is currently around 54–60% SSB0. Models excluding trawl surveys suggest stock status would improve to 70% SSB0 by 2020 with future catches at the TACC, while models excluding the photo survey stock status would decline to 42% SSB0

Assessments of SCI 1 and SCI 2 stocks have been updated, and both were accepted. For SCI 1, SSB remains stable at around 75% SSB0. Fishing intensity has consistently been below F 40% B0. For SCI 2, SSB has continued to increase, and is between 89% and 113% SSB0. Fishing intensity peaked in 2002 but has declined in recent years, while SSB/SSB0 has increased. For both stocks, future catches up to 156 tonnes (SCI 1) or 200 tonnes (SCI 2) to 2021 are not predicted to reduce the SSB below 40% SSB0.

The amateur harvest of rock lobster, scallop, kahawai and red gurnard was estimated using creel surveys at boat access points in the 2010–11 and 2011–12 fishing years. The survey area was from Port Charles, Coromandel to Maketu, central Bay of Plenty. Over 25 000 boats were intercepted using a mix of stationary and roving creel surveys. The results were expanded to estimate harvest for whole QMAs and all methods using data from the 2011–12 National Panel Survey.

The amateur harvest of rock lobster and scallops was estimated using creel surveys from 1 December 2007 to 28 February 2008. All the main access points were covered on the Coromandel Coast from Cape Colville to Hot Water Beach on 16 survey days. The total estimated harvest for the three months was 2.8 t meat weight of scallops and 7.3 t green weight of rock lobster. Potential improvements to the survey method for these species and how larger areas could be covered are discussed.

A dive survey of Pecten novaezelandiae was conducted in the Te Whaka ā Te Wera Mātaitai, Stewart Island, to provide information on size-frequency and density of scallops. This report presents estimates of annual bycatch and discard levels in the commercial scampi fishery based on reported effort and scientific observer data. Combined estimates were made for QMS species, non-QMS species, invertebrates, and rattails; separate estimates were made for javelinfish. Scampi accounted for about 17% of the total catch; rattails (29%), sea perch (8%), ling (7%), and hoki (6%) were the main bycatch species. Currently about of 4.2 kg of fish are discarded for every 1 kg of scampi caught.

Diver surveys of scallops were conducted in 2009 and 2010 at selected recreational fishing areas in the Coromandel stock (SCA CS), marking the fourth and fifth in a 2006–10 series of annual surveys of these areas. The abundance and size structure of scallops varied markedly among areas. Scallop densities in areas open and closed to commercial dredging were compared using data from the 2006–10 diver and dredge surveys. Abundance in commercial and some recreational areas seems to have varied in similar ways but it is difficult to draw firm conclusions about the nature of this relationship.
