Southland smooth oreo fishery (OEO 1/OEO 3A)
Current and virgin biomass for smooth oreo, in Southland (OEO 1/OEO 3A), were estimated in 2004 using a new CASAL stock assessment. These biomass estimates are uncertain because of the paucity of observer length frequency data, the poor quality of recent catch data resulting from area misreporting, and the lack of fishery-independent abundance estimates and the consequent reliance on commercial CPUE data for abundance indices. Therefore, quantitative biomass estimates are not
reported here and are not considered suitable as a basis for providing management advice. But the analysis suggested that the mature virgin biomass was probably small, less than 21 000 t, and that the stock was unlikely to be able to support a large fishery.
Five year projections to estimate future mature and vulnerable biomass were subject to the same data problems as the biomass estimates. However, the Plenary concluded that catches at the level of the 2000–01 annual catch (1010 t) are probably not sustainable.

unchanged from 2004.
5.1 Black oreo, OEO 3A
The current and virgin biomass for black oreo in OEO 3A were estimated using a CASAL spatial stock assessment. Total mature biomass for 2002–03 was estimated to be 52% of the initial biomass (B0), which is greater than BMSY (27%B0). However, the size of the current biomass relative to initial biomass is not equal across the three sub-areas, with Areas 2 and 3 being 29% and 7% of their respective mature equilibrium virgin biomass levels while Area 1 is estimated to be at 96%. There is uncertainty in the estimates of biomass in Area 1 because the acoustic estimate is based on black oreo in layers that are a mixture of species for which the acoustic method has potential bias problems.

Five year projections to estimate future mature and vulnerable biomass were carried out at different constant annual catches assuming the current catch split between areas. An annual catch of 1885 t, the likely maximum catch of black oreo for the fished areas (areas 2 and 3), given the current management arrangements, gave a 100% probability that mature biomass would be greater than both 20% B0 and 27%B0 (BMSY). The corresponding probabilities for vulnerable biomass are a 65 % probability that it would be greater than 20% B0 and a 0 % probability that it would be greater than 27 %B0 (BMSY). The differen

Black oreo

The 2009 stock assessment of OEO 4 black oreo was considered unreliable. However, the WG agreed that the east and west areas might be treated as independent stocks, or at least minimally-mixing stocks; and that standardised CPUE is probably a suitable index of abundance at this spatial scale.

After initial substantial declines in biomass for the western area (early 1980s) and the eastern areas (early 1990s) as indicated by the CPUE, stock abundance has been relatively stable in the last five years under annual catches of about 800 t for both areas combined.

The 2009 OEO 4 TAC is 7 000 t; it combines all oreo species (black, smooth and spiky) and east and west areas.

Smooth oreo
The OEO 4 smooth oreo stock assessment was updated in 2007. Three final runs are reported for the stock.

The model estimates of mid-year mature biomass in 2005−06 was 57% (51–62) of mature B0 and suggested that there was not an immediate sustainability issue with this stock. However, there are considerable uncertainties associated with this assessment described in section 4.3.6 above. The main uncertainty is that substantial proportions of the abundance in each acoustic survey are attributed to layer marks which are generally not fished by the commercial fishery. New assessment results are reported in 2009 for Pukaki Rise black oreo. A preliminary assessment from 2008 is reported for Bounty Plateau smooth oreo (only MPD results).

OEO 1 black oreo and smooth oreo
The TACC was increased from 5033 t to 6044 t in 1992–93 under the adaptive management programme but reverted to 5033 t in 1998–99. It is not known if recent catch levels or the current TACC are sustainable or will allow the stock to move towards a size that will support the maximum sustainable yield. From 1 October 2007 the TACC was reduced to 2500 t.

Pukaki Rise smooth oreo stock (part of OEO 6)
Current and virgin biomass for smooth oreo, on Pukaki Rise (part of OEO 6), were estimated for the first time in 2006. These biomass estimates are uncertain because of the lack of fishery-independent abundance estimates and the consequent reliance on commercial CPUE data, and because of the lack of biological parameter estimates specific to smooth oreo in this assessment area.
